汉语中的“采取行动（手段）”，翻译成英语可以有多种办法。如最简单的就是用 do sth（这是意译）。如：
We must do something to prevent this. 大家采取手段预防它。
Something must be done to prevent this. 采取手段来预防它。
但也可以用一些固定表达来翻译。譬如：
take action
take measures
take steps
……
我的疑问是：在 take action, take measures, take steps 这几个短语中，仿佛 take action 一直用单数，而 take measures 和 take steps 一直用复数。它有例外吗？这是习惯使用方法吗？还有其他相似表达吗？请专家老师指点！很感谢！
